Meet the Team Behind Dignity for Palestinians (D4P) Campaign

D4P Campaign was founded in March 2024 by Musallam Abukhalil, a medical doctor from Gaza, in response to the growing humanitarian catastrophe in the region. At the time, Musallam was leading a primary care clinic operating out of a school shelter in Western Nusierat, Gaza, serving a displaced population of over 25,000 people. Witnessing the overwhelming health and humanitarian needs of his community, he realized that medical care alone wasn’t enough. That’s when D4P was born—an independent initiative that could act swiftly and strategically, powered by local action and international solidarity.

What began as one physician’s urgent response has grown into a collaborative effort fueled by grassroots organizers, local volunteers, and committed allies around the world.

Musallam Abukhalil

Founder & Senior Advisor – D4P
Gaza, Palestine

Musallam Abukhalil is a Palestinian physician and humanitarian leader with extensive experience in internal medicine, emergency response, and health system coordination in conflict settings. Until May 2025, he served as the Health Technical Lead for Project HOPE’s operations in Gaza, where he led medical strategy and oversaw health services across primary care clinics and Emergency Medical Teams (EMTs).

In March 2024, Musallam launched Dignity for Palestinians (D4P) while managing a clinic in a school shelter in Western Nusierat, serving over 25,000 displaced people. As Founder and Senior Advisor, he continues to play a central role in shaping D4P’s mission, strategy, and operations, ensuring principled, needs-driven interventions guided by transparency and impact.

He also established the Gaza Cancer and Chronic Care Network (GC3N), a telehealth initiative designed to connect vulnerable patients with chronic and cancer conditions to a global network of volunteer physicians. GC3N is expanding access to specialized care for some of the most at-risk people in Gaza.

With deep roots in his community and strong global connections, Musallam leads with purpose, compassion, and a vision for dignified, people-centered response.

Elicia Yoffee

Co-Founder & U.S. Project Director – D4P

Elicia Yoffee is a Jewish-American peace and justice advocate with a long-standing commitment to Palestinian human rights. As Co-Founder and U.S. Project Director of Dignity for Palestinians (D4P), she plays a key role in shaping the campaign’s outreach, grassroots engagement, and fundraising efforts from Washington, DC and Sacramento, CA. Her work connects communities, narratives, and resources across borders to keep the movement strong and visible.

Elicia holds a Master’s degree in Conflict Analysis and Resolution from George Mason University and has been active in cross-cultural dialogue, advocacy, and nonprofit organizing for over a decade. Her collaboration with Musallam Abukhalil began through a virtual exchange between Penn State University’s World in Conversation Project and UNDP’s Al Fakhoora Program—a formative experience that laid the foundation for this enduring partnership.

Elicia brings creativity, integrity, and deep personal commitment to the work, dedicating her time and skills to strengthening D4P’s mission and amplifying the voices of communities under siege.

Abeer Abukhalil

Advisor – Finance & Logistics | D4P
Gaza, Palestine

Abeer Abukhalil serves as an Advisor to D4P’s Finance and Logistics team, helping ensure that field operations in Gaza are grounded in accountability, efficiency, and sound judgment. With a bachelor’s degree in Accounting from the Islamic University of Gaza and a professional background at the Islamic Arab Bank, a founding member of the Bank of Palestine group, Abeer brings strong financial acumen and extensive local insight to her advisory role.

Leveraging a wide network of supplier relationships built prior to the war, Abeer supports the team in vetting vendors, reviewing documentation, and guiding local procurement decisions. She also offers regular input on financial workflows and logistical coordination, helping the campaign stay responsive and well-organized under extremely constrained conditions.
